Hardin County is proposing to replace the bridge carrying Bassett School Road (TR 101C) over Hosick Creek approximately one mile northeast of Elizabethtown. The existing single concrete deck bridge with steel I-beams supported on concrete abutments will be replaced with a single span precast concrete deck beam bridge with H-pile supported concrete abutments and steel guardrail. The replacement of the bridge is expected to adversely affect the state endangered kentucky crayfish (Orconectes kentuckiensis) which reside in the stream. This species is protected under the Illinois Endangered Species Protection Act and as such, the proposed construction requires consultation with the Illinois Department of Natural Resources in the preparation of an Incidental Taking Authorization for the project to proceed. A Conservation Plan has been prepared for public viewing, which outlines measures to minimize and mitigate impacts to the endangered species during the removal operations and construction of the new structure. Those include avoiding instream work between March 1 and May 15 to decrease potential take of young crayfish, removal of instream rocks prior to construction, erosion and sediment control Best Management Practices will be utilized to prevent additional silt from entering the stream. The Illinois Department of Transportation's Bureau of Design and Environment Special Provisions entitled National Pollutant Discharge Elimination System/ Erosion and Sediment Control Deficiency Deduction and Temporary Erosion Control will be included for this project. In addition Hardin County will be making monetary compensatory mitigation to the Illinois Wildlife Preservation Fund.
