PUBLIC NOTICE Commonwealth Edison (ComEd) has applied for an incidental take authorization regarding three Illinois state-threatened species: the ornate box turtle, the plains hog-nosed snake, and the regal fritillary. The application is based upon potential impacts resulting from the ComEd L13304 Transmission Line Rebuild Project located in Whiteside County, Illinois. 1. The mailing address of ComEd is Two Lincoln Centre, Oakbrook Terrace, IL 60181. 2. The project originates at a switchyard north of Jersey Road and extends 11.2 miles to ComEd's Rock Falls TSS133 Substation. The Project is in Township 19N, Range 7E, Sections 1, 12, 13, and 24; Township 20N, R7E, Sections 1-2, 12-13, 24-25, and 36; and Township 21N, R7E, Section 35. The project area includes a right-of-way section through the Hahnaman Sand Prairie Nature Preserve (see map). Authorization is being requested for incidental take of the following species due to the rebuilding of an existing 138-kilovolt transmission line: ornate box turtle, plains hog-nosed snake, and regal fritillary. No physical impacts to the Hahnaman Sand Prairie Nature Preserve will result from the project. Construction activities will include the installation of reptile exclusion fence along the right-of-way to minimize impacts on the ornate box turtle and plains hog-nosed snake. In addition, an onsite Biological Monitor will be present during all work performed in environmentally sensitive areas. The Biological Monitor will monitor the installation of the reptile exclusion fence and construction activities, and will be authorized to capture, handle, and remove ornate box turtles and hog-nosed snakes. Appropriate plant species fed upon by regal fritillary will be surveyed, and areas containing high concentrations of these plants will be avoided as much as possible throughout construction activities. In addition, construction vehicles will limit speed to 12 mph or less during the active periods of all three species, which will reduce the potential of accidental collision with these three species. All temporary impacts within suitable habitat will be restored to pre-construction conditions, and compensatory mitigation is being offered to offset impacts to the species' habitats.
