PUBLIC HEARING NOTICE The Village of Mount Auburn will hold a public hearing on Tuesday, October 3, 2017, in the Village Hall, 320 S Broad Street, Mount Auburn, IL 62547 to provide interested parties an opportunity to express their views on the proposed federal funded Community Development Block Grant (CDBG) project. Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact the Village of Mount Auburn, 320 S Broad Street, Mount Auburn, IL 62547 or 217-676-2006 no later than Friday, September 29, 2017. Every effort will be made to make reasonable accommodations for these persons. On or about December 15, 2017, the Village of Mount Auburn intends to apply to the Illinois Department of Commerce and Economic Opportunity for a grant from the State CDBG program. This program is funded by Title 1 of the Federal Housing and Community Development Act of 1974, as amended. These funds are to be used for a community development project that will include the following activities: water system improvements which consists of 14,495 lineal feet of 6 watermain, hydrants, service lines, meters and all related costs. The total amount of CDBG funds to be requested is $500,000. The amount of CDBG funds proposed to be used for activities that will benefit low-to-moderate income persons is approximately $338,000. The Village of Mount Auburn also proposes to expend $53,200 in non-CDBG funds on the project. These non-CDBG funds will be derived from local financing through a bank letter of credit. Information related to this project will be available for review prior to the public hearing as of Wednesday, September 27, 2017 at the Village Hall, 320 S Broad Street, Mount Auburn, IL 62547 between the hours of 8:00 a.m. - 12:00 p.m. Interested citizens are invited to provide comments regarding these issues either at the public hearing or by prior written statement. Written comments should be submitted to the Village of Mount Auburn, 320 S Broad Street, Mount, Auburn, IL 62547 no later than Friday, September 29, 2017 in order to ensure placement of such comments in the official record of the public hearing proceedings. A plan to minimize displacement and provide assistance to those displaced has been prepared by the Village of Mount Auburn and is also available to the public. This project will result in no displacement of any persons or businesses. VILLAGE OF EDINBURG, ILLINOIS NOTICE OF PUBLIC HEARING A PUBLIC HEARING will be held by the Village President and Village Board of Trustees at 6:30 p.m. on Monday, October 9, 2017, in the Village Hall at 205 West Washington Street, Edinburg, Illinois regarding a proposed ordinance amending Section 10-5-2A of Title 10 (Zoning Code) of the Edinburg Village Code to increase the minimum requisite fair market value to $50,000.00 for double wide mobile homes or manufactured homes that may be permitted in R-1 or R-2 Zoning Districts under Section 10-5-2 of the Edinburg Village Code and requiring written appraisals by an Illinois licensed appraiser to establish such minimum fair market value, and making other amendments to Section 10-5-2A, and to consider the vote of the Zoning Board of Appeals concerning such proposed ordinance. This Public Hearing is being held and this Public Notice is being published in accordance with Section 10-2-4 of the Edinburg Village Code and 65 ILCS 5/11-31-14. Anyone interested person may appear and may be heard at said Public Hearing. In accordance with 65 ILCS 5/11-31-14, any owners of 20% of the frontage proposed to be altered, or any owners of 20% of the frontage immediately adjoining or across any alley therefrom, or any owners of 20% of the frontage directly opposite the frontage proposed to be altered may file with the Village Clerk a signed and acknowledged written protest against said proposed amendments. In such cases, a copy of the written protest shall be served by the protester or protesters on the Village Clerk and a copy on the Village Attorney, by certified mail at the address of the Village Clerk (205 West Washington Street, Edinburg, Illinois 62531) and of the Village Attorney (210 S. Washington St., Taylorville, IL 62568). At said Public Hearing oral protests can be heard and reviewed, and written protests having been received as aforesaid will be read and reviewed. The proposed Ordinance is on file at the Village Clerk's office at the Village Hall at 205 West Washington Street, Edinburg, Illinois during the Village's normal business hours by any and all interested persons. Anyone interested may examine and/or obtain copies of such proposed ordinance prior to or during such Public Hearing by contacting the Village Treasurer either at (217) 623-5542 during normal office business hours or at said Public Hearing. Following said Pubic Hearing, the Mayor and Village Board of Trustees will consider the vote of the Edinburg Zoning Board of Appeals regarding such proposed ordinance and will consider the approval and adoption of such proposed ordinance and/or any amendments, revisions, deletions, or additions thereto during the Regular Meeting of the Village Board of Trustees on Monday, October 9, 2017, which commences at 7:00 p.m. at said Edinburg Village office, or at any Village Board of Trustees regular, adjourned, or special Village Board of Trustees meeting scheduled or held thereafter.
