bidding & contract requirements SECTION 00 11 13 - Advertisement for Bids The Christian County Development Corp will receive sealed bids for: Hershey Tower Roof Replacement Bids shall be delivered in a sealed bid envelope to the District Business Office,1503 West Spresser Street, Taylorville, Illinois, 63568 prior to 2:00 p.m. prevailing time, Tuesday, October 25, 2018. Pre-Bid meeting will be held on Thursday October 18, 2018, at 10:00 p.m. prevailing time at the Project Site, Hershey Tower, 400 West Franklin, Taylorville, Illinois, 62568. All Bidders are requested to attend this meeting to participate in a walk through of the Project Site. A single lump sum bid will be considered for: Base Bid: Removal and Replacement of the existing Roof on Hershey Tower Alternate Bids are requested for certain items under above Base Bid. Bids shall include: 1. Properly completed Proposal Form in duplicate. 2. Bid Deposit in the amount of 5% of the Base Bid. 3. Not less than the prevailing hourly wage rate as determined by the Illinois Department of Labor pursuant to Illinois Revised Statutes, Ch. 489, Sec.39s-1 et. seq. Bid documents may be obtained from the Melotte Morse Leonatti Parker digital plan room; www.mmlpplanroom.com. In the plan room; the project is listed under Public Jobs/Hershey Tower Roof Replacement. Potential bidders must register on the plan room to view documents. Plans may be downloaded at bidder's option for the cost of $25 per set of Project Manual (1 volume w/ Plan Locations). There is no cost to view documents on the electronic planroom site. Bid documents are only available as full sets to bidders; suppliers may obtain partial sets. The costs for printed reproduction from the electronic planroom by Springfield Reprographics shall be: $25 per set of Plans and Project Manuals (2 Volumes); $1 per D-size individual plan sheet; 10 cents per page of Specifications/Project Manual; Copies of the documents on compact disk may be obtained purchased for $25 from Springfield Reprographics. All Bidders are advised that all work of this Contract shall adhere to the federal Wage Decision for minimum construction rates. A copy of the latest Wage Decision can be found in the project specifications. All bidders will be advised by Addendum if a more current rate has been established for this project. Certified Payroll forms must be submitted to the Owner Weekly. Payments will not be released without complete certified payrolls. Payroll forms may be generated by accounting software where they conform to the requirements of the Davis Bacon Prevailing Wage act or may be submitted on the US Department of Labor form (OMB No. 1215-0149) All Bidders shall submit and enclose with their bid a notarized certification that the Contractor is not barred from bidding on the Contract as a result of a violation of either Section 33 E-3 or 33 E-4 of Article 33E, Public Act 85-1295 (Senate Bill 2002) effective January 1, 1989. Certification is located in the Proposal Form, Section 00300, of the Project Manual. During the performance of this contract, the Contract shall not discriminate against any employee or applicant for employment on the basis of race color, creed, national origin, gender, age or any other basis in violation of any applicable law, rule, regulation or ordinance, and shall otherwise perform in accordance with all such laws, rules, regulations and ordinances. Bids shall be accompanied by a bid bond, bank draft, certified check or cashier's check in the amount of five percent (5%) of the Base Bid, made payable to the Springfield School District #186. Failure of Bidders to submit bid bond, certified check or cashier's check in amount to cover proposals bid upon is cause for rejection of bid. Successful Bidder will be required to provide Surety Performance Bond and Labor and Material Payment Bond, each equal to 100% of the Contract cost on prescribed forms within ten (10) days after notice of acceptance is issued by Owner. Surety on bond shall be by duly authorized company acceptable to Owner. The Christian County Development Corp. reserves the right to reject any or all bids and reserves the right to waive any irregularity in bidding, which in their considered opinion is warranted. No bid shall be withdrawn for Sixty (60) days after opening of bids without written consent of the Owner.
