September 18, 2019 Request for Bids The Teachers' Retirement System of the State of Illinois (the System or TRS) is requesting sealed bids for complete roof replacement from prequalified roofing contractors at the Office of the Teachers' Retirement System, 2815 West Washington Street, Springfield, Illinois, 62702, for: Roof Replacement Work TRS Office Building 2815 West Washington Street Springfield, Illinois 62702 TRS is committed to increasing racial, ethnic, and gender diversity in all aspects of its utilization of vendors to provide goods and services to the System, to the greatest extent feasible, and within the bounds of financial and fiduciary prudence. To that end, the System strongly encourages qualified minority, female, disabled, and veteran-owned firms to submit bids for this project. A bidder's preparation and submittal of a bid or subsequent participation in presentations or contract negotiations creates no obligation on the System to award a contract or to pay any associated costs. All bids and related materials will be retained by the System and will be subject to disclosure as required in accordance with the Illinois Freedom of Information Act. Bids will be received at the Teachers' Retirement System, 2815 West Washington Street, Springfield, Illinois, until Monday, October 7, 2019 at 2:00 p.m. prevailing time, or authorized postponement thereof, for the complete work. Bids will be publicly opened by representatives of the Teachers' Retirement System of the State of Illinois immediately after the specified closing time. Project Description: Work generally includes removal of existing built-up roof, insulation and vapor barrier, and installation of new insulation and adhered TPO roof. Pre-Bid Meeting: A pre-bid meeting will be held at the site for interested bidders on Tuesday, September 24, 2019 at 1:00 p.m. at the site. All bids shall include: 1. Properly completed Bid Form in duplicate. 2. Not less than the prevailing hourly wage rate as determined by the Illinois Department of Labor. 3. Bid security (Bid Bond) made payable to TRS in the amount of 10% of bid. The bid security shall be forfeited to TRS as liquidated damages if the bid submitted by the contractor is accepted and if the said contractor within five (5) days after the contract is awarded, fails or refuses to enter into a contract with TRS according to his bid, and to furnish a bond to carry out the same as set forth herein. Bid security will be returned to unsuccessful bidders upon execution of a construction contract or at the expiration of sixty (60) days after date of bid opening, whichever occurs first. Bid security will be returned to the successful bidder upon fulfillment of the proposal obligations to furnish surety bonds and execute a contract. Prevailing Wage The contractor shall comply with all applicable laws of the State of Illinois and the United States of America, including, but not limited to the "Preference to Citizens (Illinois) on Public Works Projects Act" and the "Prevailing Wage Act", establishing the general prevailing rate of wages in the locality for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work, as ascertained by the Department of Labor. Prequalification Bidders must be prequalified with TRS no later than two (2) days before the bid opening. To be considered for prequalification by TRS, prospective bidders must submit Contractor's Qualification Statement, AIA Document A305 to the architect no later than five (5) calendar days before the bid opening. Bidding Procedures No bidder shall modify, withdraw or cancel the submitted bid or any part thereof for sixty (60) days after the time designated for the receipt of bids in this Advertisement for Bids or official modification thereof. TRS will publicly open and read bids immediately after specified closing time and reserves the right to reject any or all bids and to waive any irregularity in bidding. Bids from contractors who are not prequalified as required in accordance with the Advertisement for Bid will be returned unopened.
