NOTICE Notice is hereby given seeking public comment on an application by Friends of Catherine and Channel Lakes for an Incidental Take Authorization for possible impacts to the state-threatened black chin shiner, starhead topminnow, and Iowa darter in Lake Catherine and Channel Lake in Lake County. Description of Proposed Action Friends of Catherine and Channel Lakes (CFFL) is proposing a mechanical aquatic plant harvesting program to reduce the growth of the invasive plants Eurasian water milfoil and coontail. This is consistent with a management plan developed for these connected lakes to improve water quality and reduce user conflicts. Harvesting would be completed annually where the water depth is between 3 feet and 12 feet in both lakes, and where the aquatic vegetation is the densest based on prior year monitoring. No more than approximately 70 acres would be harvested in any given year. This would be done on a rotational basis for 10 years. The blackchin shiner (Notropis heterodon), Iowa darter (Etheostoma exile), and starhead topminnow (Fundulus dispar) are all Illinois threatened species of fish. The Illinois Department of Natural Resources has indicated these three fish species are known at least historically from Lake Catherine and/or Channel Lake. There is a risk that some individuals of these fish species could be harmed or taken during the mechanical harvesting operation. It is estimated that approximately 5-6 acres per day could be harvested. All harvested material will be removed from the lake and hauled offsite for composting. A total of approximately 70 acres would be harvested each year - this would leave the remainder of these lakes as refugia for these fish species (535 total surface area of both lakes combined). The focus would be on areas of the invasive Eurasian water milfoil. As part of the mitigation for this project, an area approximately 6.5 acres in size, will be enhanced with native aquatic vegetation plantings after appropriate control and reduction of invasive plant growth. This area will be cordoned off to protect the young plantings, though it is typically too shallow for power boat access. The species proposed for planting are lotus, fragrant water lily, yellow water lily, common pondweed, long-leaved pondweed, sago pondweed, and eel grass. As additional mitigation, FCCL will conduct education and outreach efforts to inform shoreline landowners of this harvesting program, and to reduce the ad-hoc application of chemical controls in the lakes. FCCL will allocate $3000 for this program that will utilize existing programs such as Be A Hero/Transport Zero. FCCL will also conduct monitoring of the aquatic vegetation every three years to measure success and inform future management. FCCL will work with IDNR to augment their normal biennial fish surveys by adding seining in the shallows of the lakes.
