PUBLIC HEARING NOTICE The Village of Stonington will hold a public hearing on Monday, May 6, 2019 at 6:45 p.m., in the Village Hall, 118 E 4th Street, Stonington, IL 62567 to provide interested parties an opportunity to express their views on the proposed federal funded Community Development Block Grant (CDBG) project. Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact, Ryan Marucco, Mayor, Village of Stonington, 118 E. 4th Street, Stonington, IL 62567 or 217-325-3621 no later than Friday, May 3, 2019. Every effort will be made to make reasonable accommodations for these persons. On or about May 10, 2019, the Village of Stonington intends to apply to the Illinois Department of Commerce and Economic Opportunity for a grant from the State CDBG Disaster Response Program. This program is funded by Title 1 of the Federal Housing and Community Development Act of 1974, as amended. These funds are to be for used reimbursement for labor and expenses for debris removal, clearing of streets, etc. following the December 1, 2018 tornado damage. The total amount of CDBG funds to be requested is $49,695.39. The amount of CDBG funds proposed to be used for activities that will benefit low-to-moderate income persons is approximately $18,471.78 based upon census data. Information related to this project will be available for review prior to the public hearing as of Monday, April 29, 2019 at the Village Hall, 118 E 4th Street, Stonington, IL 62567 between the hours of 8:00 a.m. - 4:00 p.m. Interested citizens are invited to provide comments regarding these issues either at the public hearing or by prior written statement. REQUEST FOR PROPOSAL WEATHERIZATION REFRIGERATOR & FREEZER MATERIAL BID NOTICE C.E.F.S. REQUEST FOR PROPOSAL HVAC AND STRUCTURAL CONTRACTORS NEEDED C.E.F.S. Economic Opportunity Corporation will be accepting proposals from contractors interested in participating in the Illinois Home Weatherization Assistance Program during the period of July 1, 2019 through September 30, 2020. C.E.F.S. Economic Opportunity Corporation will conduct an informational meeting on May 6, 2019 from 9:00 AM to 3:00 PM for all interested parties. The information meeting will be held at the C.E.F.S. Economic Opportunity Corporation office at 1805 S. Banker St. in Effingham. All contractors interested in submitting a labor and material proposal must call our office at 217-342-2193, ext. 124 or 156 by 5:00 PM on May 2, 2019 to register their company name. The purpose of this meeting is to explain the Illinois Home Weatherization Assistance Program and to disseminate bid packets to be completed by the contractor. All contractors who attend will be given a contractor pre-qualification application, labor specification list, and a bid package. Only those attending the meeting will qualify to submit a proposal. Examples of labor and material procedures are installation of weather-stripping, caulking, insulation, windows and door repair/replacement, furnace retrofit, repair/replacement, water heater replacements, and minor structural repairs. The minimum bid on Tract 1 as otherwise described herein, must be $3,500.00. The minimum bid on Tract 2 as otherwise described herein, must be $10,000.00. The VILlAGE OF KINCAID hereby reserves the right to accept or reject any and all bids. Furthermore, all announcements made at the time of the opening of the sealed bids shall take precedence over any printed material in this Ordinance. SECTION 4: The VILLAGE OF KINCAID will not provide a survey of the real estate, but the VILLAGE OF KINCAID is unaware of any boundary line disputes with adjacent property owners. SECTION .5: The real estate described herein is zoned Commercial-1 pursuant to the VILLAGE OF KINCAID Zoning Code. Any improvements on the real estate shall be sold "as is." SECTION 6: If there is a successful bidder, the successful bidder shall be required to execute a short Real Estate Purchase Agreement at the time of the awarding of the bid. Furthermore, the successful bidder shall be required to remit payment at the time of the execution of the Real Estate Purchase Agreement, a down payment equaling ten (10) percent of the total purchase price. The closing on the sale of the property shall take place within thirty (30) days of the execution of the Real Estate Purchase Agreement or at such other as is mutually agreed to between the VILLAGE OF KINCAID and successful bidder. The closing shall take place at Advanced Title Company, 101 South Washington Street, Taylorville, Illinois 62568. SECTION 7: The VILLAGE OF KINCAID shall provide the successful bidder with a Commitment for title insurance at the time of the execution of the Real Estate Purchase Agreement, and said Title Commitment will be revised prior to closing. The successful bidder will be responsible for obtaining and paying for an ultimate Owners' Title Insurance Policy for said real estate. SECTION 8: Pursuant to 65 ILCS 5/11-76-2, the corporate authorities may accept the high bid or any other bid determined to be in the best interest of the VILLAGE OF KINCAID by a vote of three-four (3/4) of the corporate authorities then holding office, but by a majority vote of those holding office, they reject any and all bids. SECTION 9: The Village Clerk shall cause a fully executed copy of this Ordinance to be published once each week for three successive weeks in the Breeze-Courier newspaper doing business in Taylorville, Christian County, Illinois. The first publication shall not be less than thirty (30) days before the date provided in the Notice for the opening of bids for the real estate. SECTION 10: The provision of all other VILLAGE OF KINCAID Ordinances, to the extent they duplicate, conflict with, or othervvise affect the validity hereof, shall be disregarded, and otherwise, all of the provisions of all other VILLAGE OF KINCAID Ordinances shall remain in full force and effect. SECTION 11: If any section, clause, provision, or portion of this Ordinance shall be held to be invalid or unconstitutional by any Court of competent jurisdiction, such holding shall not affect or otherwise Impair any other section, clause, provision, or portion of this Ordinance which is not, in or of itself, invalid or unconstitutional. SECTION 12: This Ordinance shall become effective upon its passage, approval, adoption, and publication in pamphlet form as provided by law.
