Notice of Public Hearing South Central IL Mass Transit District RE: Operating Assistance Grant Application to provide public transportation to a six-county district. I. Notice is hereby given that a public hearing will be held via conference call by the South Central IL Mass Transit District. PUBLIC NOTICE Pursuant to Title 17, Chapter 1, Section 1080 of the Illinois Administrative Code, notice is hereby given that Green River Wind Farm Phase 1, LLC (Green River or the Applicant) has been operating the Green River Wind Farm (GRWF) in Lee and Whiteside counties in Illinois since November 2019. GRWF was developed and is managed by National Grid Renewables, formerly known as Geronimo Energy. Green River has prepared a Conservation Plan and applied for an incidental take authorization (ITA) for the black-billed cuckoo (Coccyzus erythropthalmus). The application is based upon potential impacts resulting from the operation of the Green River Wind Farm in Lee and Whiteside counties in Illinois. 1. The mailing address for Green River Wind Farm Phase 1, LLC is 8400 Normandale Lake Boulevard, Suite 1200, Bloomington, MN 55437. 2. The Green River Wind Farm is located approximately nine miles southeast of Sterling, Illinois and four miles north of Walnut, Illinois (Township 19N, Range 7E, Sections 12-13, 24-25, and 35-36; Township 19N, Range 8E, Sections 7-8, 10-31, and 36; Township 19N, Range 9E, Sections 4-6, 16-21, and 28-33) (see location map) 3. Green River is requesting incidental take authorization for the black-billed cuckoo due to potential impacts as a result of operation and maintenance of the project. 4. Conservation measures implemented by Green River to avoid or minimize impacts to black-billed cuckoo include: 1) providing all contractors and employees with training on identification of the black-billed cuckoo and the protocols to follow if this species is encountered during operation or maintenance activities; 2) developing the project in accordance with the U.S. Fish and Wildlife Service (USFWS) 2012 Land-Based Wind Energy Guidelines (WEGs), including minimizing the number of turbines located within 1,000 feet of woodlots, constructing tubular towers to eliminate perching opportunities, installing electrical collection systems underground, marking overhead transmission with bird diverters where crossing habitat resources, and marking overhead transmission lines/substations in compliance with Avian Power Line Interaction Committee recommendations; and, 3) operating the project in accordance with the USFWS WEGs including minimizing facility lighting, replacing temporary meteorological towers with non-guyed lattice towers, and installing spark arrestors on all electrical equipment. Additional details of these conservation measures are found in Section 5.2 of the Conservation Plan. Compensatory mitigation is being offered to offset potential impacts to the black-billed cuckoo. In addition, Green River has facilitated donation of 12.5 acres of habitat and prepared a bat mitigation plan as part of the Conservation Plan associated with the ITA issued to Green River in March 2020 (Illinois Department of Natural Resources ITA #98). It is anticipated that some of this mitigation designed for other species will also benefit the black-billed cuckoo. 5. A copy of the Conservation Plan is available for review at two locations: the Sterling Public Library, 102 W 3rd St, Sterling, Illinois, 61081 and Geronimo Energy at 108 Jackson Street, Walnut, Illinois, 61376. The Project is anticipated to be in operation for at least another 20 years. As such, California Ridge has prepared a Conservation Plan and applied for an incidental take authorization for the following state-listed species: Indiana bat (Myotis sodalis) and northern long-eared bat (Myotis septentrionalis). The application is based upon potential impacts resulting from the operation of the California Ridge Wind Farm in Champaign and Vermilion counties in Illinois. 1. California Ridge is requesting incidental take authorization due to potential impacts to Indiana bat, northern long-eared bat, little brown bat and tricolored bat a result of operation and maintenance of the project as well as mitigation and monitoring. 4. Conservation measures to be implemented by California Ridge to avoid or minimize impacts to species identified in this Conservation Plan include operational adjustments that dictate when turbines are feathered (i.e., to reduce the blade angle to the wind to slow or stop the turbine from spinning). Below the cut-in speed, turbine blades would be feathered so that they do not spin until a designated cut-in speed is reached. The turbines will be feathered below the manufacturer's cut-in speed (3.0 m/s) from sunset to sunrise during the spring migration and summer maternity period (March 15 to July 31) when temperatures are below 50?F. Between August 1 and October 15, when temperatures are above 50?F at night, the cut-in speed will be raised to 5.0 m/s at all turbines. A mitigation plan for bat species has been developed through consultation with the U.S. Fish and Wildlife Service and the Illinois Department of Natural Resources for protection and management of habitat for the listed bats. 5. A copy of the Conservation Plan is available for review at the St. Joseph Public Library located at 201 N Third, St. Joseph, IL 61873, and the Oakwood Public Library located at 110 E Finley, Oakwood, IL 61858. SURS intends to engage an insurance brokerage firm to assist in obtaining all necessary business insurance coverage (with the exception of employee health and dental insurance) and to serve as our consultant with respect to risk management issues and other insurance related matters. SURS reserves the right to choose a broker for all, any part, or none of the services requested.
