REQUEST FOR PROPOSALS DEMAND RESPONSE OPERATIONS/CENTRAL DISPATCH SERVICES MCDONOUGH AND HANCOCK COUNTY PUBLIC TRANSPORTATION PROGRAMS The McDonough County Public Transportation (MCPT), owned by the City of Macomb, is accepting proposals from private companies for the provision of demand response public transportation services and central dispatch operations in McDonough and Hancock County. Potential service providers must have prior experience or demonstrated capability in providing such state and federal grant-funded services for a small or rural public transportation program and must have adequate personnel and equipment to provide public transportation services to the general public, elderly and disabled in McDonough and Hancock County according to the following scope and description of service: A. Scope and Description of Service. This request is seeking proposals from qualified service providers to include the following services: dispatching operations, scheduled demand response and ADA para-transit transportation, fleet maintenance and the services operations management to be provided between the hours of 6:00 A.M. and 6:00 P.M., Monday through Friday, and Saturdays 7:00 A.M. to 1:00 P.M. Dispatch operations must be provided between the hours of 6:00 A.M. and 6:00 P.M., Monday through Friday. All services will be provided with the exception of the following holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and the day after, and Christmas. B. Reimbursement. The successful contractor will be reimbursed per RFP pricing. Reimbursement will be made on a a monthly basis after submission of applicable invoice to the City and County. C. Information on Obtaining the Request for Proposals. Proposal Due Date and Time. Proposals are due by 10:00 A.M. on Tuesday, June 9, 2020 and must be submitted to Melanie Falk, City Clerk, City of macomb, 232 East Jackson Street, Macomb, Illinois 61455. Proposals will be publicly opened and read at that place, date and time. Proposals must be submitted according to the instructions and requirements set forth in the Request for Proposals, and must be hand delivered or sent through the U.S. Mail or other available courier services. Proposals will not be accepted by fax or e-mail. Proposals received after 10:00 A.M. June 9, 2020 will not be accepted and will be returned unopened to the return address on the envelope. E. Financial Assistance and Compliance Regulations. Any purchase of services contract resulting from the Request for Proposals must be approved by the Illinois Department of Transportation, the Macomb City Council and the Hancock County Board and is subject to financial assistance contracts between the city of Macomb, Hancock County and the Illinois Department of Transportation. The City of Macomb and Hancock County are equal opportunity employers and the selected contractor will be required to comply with all applicable Equal Opportunity laws and regulations. The purchase of services contract awarded as a result of the proposal process is subject to all provisions of the Illinois Human Rights Act; the federal Drug Free Workplace Act; FTA rules and regulations governing drug and alcohol testing; and all applicable federal and state nondiscrimination rules and regulations governing the Federal Section 5311 Operating Assistance Program and the Illinois Downstate Operating Assistance Program. Disadvantages Business Enterprises (DBE) are encouraged to submit bids and will not be subjected to discrimination on the basis of race, color, sex, national origin, age, or disability in consideration for an award. Funding for this project is provided by the Illinois Department of Transportation through grants from the Federal Section 5311 Operating Assistance Program and the State of Illinois Downstate Operating Assistance Program. The City of Macomb and Hancock County reserve the right to accept or reject any or all proposals and to withdraw the Request for Proposals at any time for any reason. Receipt of a proposal from a company or firm by the City of Macomb and Hancock County confers no rights upon the firm or company nor obligates the City of Macomb or Hancock County in any manner. 5/24/2020

Children will be housed in four buildings: 44 children at 100 - 300 Halpin; 18 children at 100 - 300 Mulcahey Dr.; and 7 children at the new edition at 300 - 350 Quigley.
