April 7, 2020 Invitation to Bid The Teachers' Retirement System of the State of Illinois (TRS or the System) invites bids to obtain quality printing services for its Topics and Report member newsletter at a reasonable cost. The objective of this invitation to bid is to obtain competitive bids from responsible bidders in sufficient detail to permit objective evaluation of all bids, which may result in a contract to provide printing services to the Teachers' Retirement System. TRS is committed to increasing racial, ethnic, and gender diversity in all aspects of its utilization of vendors to provide goods and services to the System, to the greatest extent feasible, and within the bounds of financial and fiduciary prudence. To that end, the System strongly encourages qualified minority, female, disabled, and veteran-owned firms to submit bids to this invitation to bid. This Invitation to Bid is neither a contract nor meant to serve as a contract. A bidder's preparation or submittal of a bid or subsequent participation in presentations or contract negotiations creates no obligation on the System to award a contract or to pay any associated costs. All bids and related materials will be retained by the System and will be subject to disclosure as required in accordance with the Illinois Freedom of Information Act. Bid packets are available from the TRS website at https://www.trsil.org. Bids must be submitted in writing and delivered to the above address by hand delivery, certified mail, or overnight delivery between 8:30 a.m. and 4:30 p.m. Monday through Friday. All proposals must be received no later than 2:00 p.m. CST on April 28, 2020. Proposals received after this deadline will not be considered. ICJIA REQUESTS PUBLIC INPUT FOR PROMOTING SUCCESSFUL AND EFFECTIVE JUSTICE ASSISTANCE GRANT PROGRAMMING The Illinois Criminal Justice Information Authority (ICJIA), the state administering agency for the federal Edward Byrne Memorial Justice Assistance Grant Program (JAG), is seeking public input on its federal fiscal year 2020 JAG application. JAG allows state and local governments to support a broad range of activities to prevent and control crime and improve the criminal justice system. JAG funds have supported government programs to enforce Illinois drug laws, decrease the likelihood of violent crime, and improve the criminal justice system and its outcomes. JUSTICE ASSISTANCE GRANT PURPOSE AREAS AND PRIORITIES JAG funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice in any of the purpose areas. In its application for these funds, ICJIA will submit a program narrative that includes a five-year strategic plan to be approved by the ICJIA Board. The strategic plan will guide the use of JAG funds to address these priorities: • Law enforcement programs • Prosecution and court programs • Prevention and education programs • Corrections and community corrections programs • Drug treatment programs • Planning, evaluation, and technology improvement programs • Crime victim and witness programs (other than compensation) • Mental health programs and related enforcement and corrections programs REQUEST FOR INPUT You are invited to comment on these priorities. All input will be considered. This is your opportunity to inform ICJIA of emerging criminal justice issues, crime problems, and possible interventions, and to help guide ICJIA's administration of JAG funding.
