Bidding Specifications for Pontiac 429 and Pontiac 90 Consortium PURCHASE OF DIESEL FUEL OIL Notice is hereby given that the Pontiac Schools Fuel Consortium is requesting proposals for a contract to purchase and supply diesel fuel oil under an energy average pricing arrangement designed to manage and pool the costs and risks of purchase during the period of August 1, 2021 through July 31, 2022. Proposals shall be accepted until December 2, 2020 by 2:00 PM at Pontiac 429, 600 Morrow St, Pontiac, IL 61764. Proposals shall meet all the specifications set forth below. Because the sought services require a high degree of professional skill, the ability and fitness of the proposal submitter plays an important part and shall be considered. At the time and date hereinabove set forth, proposals will be opened and read aloud. The proposals may thereafter be presented and approved by the Board of Education of each Consortium member. Questions for the contract to purchase and supply diesel fuel oil (contract') may be made by contacting the District Office, Pontiac 429, 600 Morrow Street, Pontiac, IL 61764 or by calling 815-842-1533. 1. The contract shall provide for the delivery of each Consortium member's diesel fuel oil to the Consortium member on a monthly basis according to each Consortium member's current delivery method during the period of August 1, 2021 through July 31, 2022, provided that the contract may exclude the months of June and July 2022 from the monthly delivery schedule. If a Consortium member has more than their monthly average delivered in a month, the excess gallons shall be priced at the current rack price. If a Consortium member has less than their monthly average delivered in a month, the underage shall roll into future month allocations at the contract rate. 2. The contract under this proposal shall be to purchase __8,000__ gallons of fuel for Pontiac 90 and __8,000___gallons of fuel for Pontiac 429 to be delivered on a monthly basis as specified in item #1 above. The bid form to be submitted requests the vendor itemize the PER GALLON cost breakdowns. The vendor shall list on the bid form the raw per gallon price of diesel fuel, the per gallon mark up added by the vendor, any per gallon fees added by the vendor, the per gallon transportation costs added by the vendor, and any additional per gallon costs/fees added by the vendor. Taxes shall NOT be included in this proposal as taxes paid will be the same for each vendor. 3. The risk manager shall identify in the proposal the name of the company/vendor that will be transporting the fuel to Consortium member's delivery site(s). NOTE- Due to the site where delivery is to be made, delivery is required by tank wagon. Full size tanker deliveries are not allowed in this bid. 4. Fuel tanks and depot sites: Schools participating in the cooperative have a variety of needs in regards to delivery and delivery of fuel must be pre arranged with each site by the risk manager in order to determine that the risk manager can appropriately and safely supply fuel to each member of the cooperative. Cooperative members currently do not own tanks on their sites. Vendors submitting proposals must contact the districts as listed below in regards to the locations for tanks on their sites. Vendors submitting proposals agree to place no later than July 15, 2021 fully operative fuel tanks, pumps, tracking software, etc. as specified below at no charge to the cooperative or to the individual districts as so listed at the following locations: A. Pontiac 90: one (1) 2500 gallon tank B. Pontiac Elementary 429: one (1) 2500 gallon tank All risk managers submitting proposals must complete the attached two (2) page proposal form in its entirety and must include attachments as directed. All completed proposal forms shall be sent to or delivered to the following address: Pontiac 429 Attn. Brian Dukes 600 Morrow St Pontiac, IL 61764 Each proposal must be in a sealed envelope that clearly identifies the content and subject matter with an endorsement on the outside substantially as follows: Bid enclosed for the purchase of fuel for the Pontiac Schools Fuel Consortium. The Consortium reserves the right to waive any irregularities or non-conformities with any proposal and reserves the right to award the bid to the lowest responsible bidder based on conformity with specifications, terms of delivery, quality, and serviceability. The consortium also reserves the rights to reject all bids.
