Notice of Public Hearing McLean County RE: Capital Assistance Grant Application, Improvements to Rural Public Transportation Service for all of DeWitt, Ford, Iroquois and Livingston Counties and the rural areas of Macon and McLean Counties I. Notice is hereby given that a public hearing will be held by McLean County on Tuesday, June 16, 2020 at 5:30 PM via virtual space (the stream may be accessed from the links found on the County Board webpage at https://www.mcleancountyil.gov/) for the purpose of considering a project for which financial assistance is being sought from the Illinois Department of Transportation, pursuant to its Capital Grants Program. The project is generally described as follows: A. Project Description: Purchase of three replacement super medium duty paratransit vehicles and three replacement medium duty paratransit vehicles for use in the provision of rural public transportation in six counties (DeWitt, Ford, Iroquois, Livingston, and the rural areas of Macon and McLean Counties) Purchase of one replacement maintenance support vehicle Purchase of mobile and base radios to be used in the fleet to replace aging equipment Purchase of computers and other equipment (ADP equipment per FTA definition) to support dispatching software used in the above counties to provide rural public transportation Purchase of maintenance equipment in order to expand the capabilities of and/or to replace aging equipment of the maintenance facility that services the above described counties Purchase of a replacement fax/copier/printer/scanner machine in order to support communication with drivers and social service agencies and in support of general administrative duties Purchase of bus shelters to be used along deviated fixed routes in the above described counties The total cost is projected to be $883,000, of which $866,600 will be requested through the Capital Assistance Grant Application. B. Relocation: Relocation Assistance will not be required. C. Environment: This project is being implemented to minimize environmental impacts. D. Comprehensive Planning: This project is in conformance with comprehensive transportation planning in the area. E. Elderly and Handicapped: All new facilities included in this project will be accessible to the elderly and handicapped. II. At the hearing, McLean County will afford the opportunity for interested persons or agencies to be heard with respect to the social, economic and environmental aspects of the project. Interested individuals may submit orally or in writing evidence and recommendations with respect to said project. To promote health and safety, we encourage the public to follow the Gubernatorial 'shelter in place' Executive Order. Therefore, in addition to standard (in-person) public comments at the McLean County Board meetings, we will accept public comment via email as an option for this meeting. Individuals or groups can email statements to County Administration at admin@mcleancountyil.gov by Friday, June 12, 2020 at 5:30 pm. Statements received by the deadline will be read aloud as part of the record, pursuant to the time parameters in McLean County Board Rules (individuals, three minutes; groups, five minutes).   The entirety of the statement will be placed in the official minutes, even if the statement reads longer than the time limit allows. We take very seriously the Centers for Disease Control and Prevention (CDC) recommendations to socially distance and the Governor's Executive Order 202010, wherein no more than ten people can convene in one place. We encourage you to submit your public comment via email.     If you choose to provide comment in person, requests must be received by County Administration by Friday, June 12, 2020 at 5:30 pm to admin@mcleancountyil.gov. Upon submission, you will receive written instructions regarding how to enter the Government Center (which is now closed to the public). McLean County Board rules allow for a total maximum of 15 minutes allotted during each meeting. Public comment and the emailed comments will proceed in the order in which they are received.   Finally, the public will be able to view the McLean County Board Meeting, live, on Facebook and YouTube.
