PUBLIC NOTICE Green River Wind Farm Phase 1, LLC (Green River or the Applicant), a wholly-owned subsidiary of Geronimo Renewable Infrastructure Partners, L.P., is constructing the Green River Wind Farm in Lee and Whiteside counties in Illinois. As such, Green River has prepared a Conservation Plan and applied for an incidental take authorization for the following state-listed species: Indiana bat (Myotis sodalis), northern long-eared bat (Myotis septentrionalis), Blanding's turtle (Emydoidea blandingii), ornate box turtle (Terrapene ornata), plains hog-nosed snake (Heterodon nasicus), and regal fritillary (Speyeria idalia). The application is based upon potential impacts resulting from the construction and operation of the Green River Wind Farm in Lee and Whiteside counties in Illinois. 1. The mailing address for Green River Wind Farm Phase 1, LLC is 7650 Edinborough Way, Suite 725, Edina, MN 55435. 2. The Green River Wind Farm is located approximately nine miles southeast of Sterling, Illinois and four miles north of Walnut, Illinois (Township 19N, Range 7E, Sections 12-13, 24-25, and 35-36; Township 19N, Range 8E, Sections 7-8, 10-31, and 36; Township 19N, Range 9E, Sections 4-6, 16-21, and 28-33) (see location map). Green River is requesting incidental take authorization for the following species due to potential impacts as a result of construction, operation, and maintenance of the project: Indiana bat, northern long-eared bat, Blanding's turtle, ornate box turtle, plains hog-nosed snake, and regal fritillary. Conservation measures to be implemented by Green River to avoid or minimize impacts to terrestrial (non-bat) species identified in this Conservation Plan include: 1) providing all contractors and employees with training on identification of the species in the conservation plan and the protocols to follow if these species are encountered during construction, operation, or maintenance activities; 2) Posting signage in construction areas, and, if deemed necessary, on public roads, alerting construction personnel to the presence of these species in the area; and, 3) Once the applicable permits have been obtained, if turtles or snakes of any species are found in the construction area, they will simply be picked up and moved to a safer location outside of the construction area. Prior to implementation of this measure, Green River will prepare a relocation plan that will be submitted to the IDNR for approval. Additional details of these conservation measures specific to each species are found in Section 5.2 of the Conservation Plan. Compensatory mitigation is being offered to offset potential impacts to these species. To minimize effects to regal fritillary habitat, areas temporarily disturbed in suitable habitat areas will be restored to pre-construction conditions following construction and the areas will remain available for use by the regal fritillary, if present. To avoid and minimize impacts to state-listed bat species, the Proposed Action includes operational adjustments that dictate when turbines are feathered (i.e., to reduce the blade angle to the wind to slow or stop the turbine from spinning). Below the cut-in speed, turbine blades would be feathered so that they do not spin until a designated cut-in speed is reached. The turbines will be feathered at night below the manufacturer's cut-in speed (3.0 m/s) during the spring migration period (March 15 to May 15) and during the rest of the bat active season (May 16 to October 31) when temperatures are below 50?F. Between May 16 and October 31, when temperatures are above 50?F at night, the cut-in speed will be raised to 5.0 m/s at all turbines. A mitigation plan for bat species has been developed through consultation with the U.S. Fish and Wildlife Service as part of the federal Incidental Take Permit process for federally listed bats.
