Notice of Public Hearing McLean County RE: Capital Assistance Grant Application, Improvements to Rural Public Transportation Service for all of DeWitt, Ford, Iroquois and Livingston Counties and the rural areas of Macon and McLean Counties I. Notice is hereby given that a public hearing will be held by McLean County on Tuesday, June 16, 2020 at 5:30 PM via virtual space (the stream may be accessed from the links found on the County Board webpage at https://www.mcleancountyil.gov/) for the purpose of considering a project for which financial assistance is being sought from the Illinois Department of Transportation, pursuant to its Capital Grants Program. The project is generally described as follows: A. Project Description: Purchase of three replacement super medium duty paratransit vehicles and three replacement medium duty paratransit vehicles for use in the provision of rural public transportation in six counties (DeWitt, Ford, Iroquois, Livingston, and the rural areas of Macon and McLean Counties) Purchase of one replacement maintenance support vehicle Purchase of mobile and base radios to be used in the fleet to replace aging equipment Purchase of computers and other equipment (ADP equipment per FTA definition) to support dispatching software used in the above counties to provide rural public transportation Purchase of maintenance equipment in order to expand the capabilities of and/or to replace aging equipment of the maintenance facility that services the above described counties Purchase of a replacement fax/copier/printer/scanner machine in order to support communication with drivers and social service agencies and in support of general administrative duties Purchase of bus shelters to be used along deviated fixed routes in the above described counties The total cost is projected to be $883,000, of which $866,600 will be requested through the Capital Assistance Grant Application. B. Relocation: Relocation Assistance will not be required. C. Environment: This project is being implemented to minimize environmental impacts. D. Comprehensive Planning: This project is in conformance with comprehensive transportation planning in the area. E. Elderly and Handicapped: All new facilities included in this project will be accessible to the elderly and handicapped. II. At the hearing, McLean County will afford the opportunity for interested persons or agencies to be heard with respect to the social, economic and environmental aspects of the project. Interested individuals may submit orally or in writing evidence and recommendations with respect to said project. To promote health and safety, we encourage the public to follow the Gubernatorial 'shelter in place' Executive Order. Therefore, in addition to standard (in-person) public comments at the McLean County Board meetings, we will accept public comment via email as an option for this meeting. Individuals or groups can email statements to County Administration at admin@mcleancountyil.gov by Friday, June 12, 2020 at 5:30 pm. Statements received by the deadline will be read aloud as part of the record, pursuant to the time parameters in McLean County Board Rules (individuals, three minutes; groups, five minutes).   The entirety of the statement will be placed in the official minutes, even if the statement reads longer than the time limit allows. We take very seriously the Centers for Disease Control and Prevention (CDC) recommendations to socially distance and the Governor's Executive Order 202010, wherein no more than ten people can convene in one place. We encourage you to submit your public comment via email.     If you choose to provide comment in person, requests must be received by County Administration by Friday, June 12, 2020 at 5:30 pm to admin@mcleancountyil.gov. Upon submission, you will receive written instructions regarding how to enter the Government Center (which is now closed to the public). McLean County Board rules allow for a total maximum of 15 minutes allotted during each meeting. Public Notice - DNR Project Applicant - Gateway Regional Water Company, 1120 Tonti Road, Sandoval, IL 62882 The proposed project is located in Marion County, Illinois: Alma, Salem, Kinmundy and Meagham Townships and Fayette County, Illinois: Laclede Township. The proposed project consists of construction a master meter station, booster pump station, and approximately 8 miles of 8-inch and 10-inch water main and related appurtenances to be installed in 3 different segments. Segment 1: Is located in Marion County in Alma and Salem Township. It starts at Williams Road running south along Currie Road stopping before Tonti Road in Section 25/26. Segment 2: Is located in Marion County in Kinmundy Township. Starting at Kinlou Road running south along Highway 27 turning west on Armstrong Road stopping at the far edge of Section 25. Segment 3: Is located in Fayette and Marion Counties in Meagham and Laclede Townships. Starting at High 185 running south cross country to County Road 2400 turning into Sullivan Road ending on the other side of Chestnut Street crossing the railroad tracks. The following procedures would be implemented to minimize the potential adverse effects to these sensitive resources. • Installation will not occur during the breeding seasons of the Greater Prairie Chicken, Upland Sandpiper, Ornate Box Turtle, Loggerhead Shrike and Eryngium Stem-Borer Moth which occur April thru September. • Construction area will be kept at a maximum of 20 feet wide. • All personnel on the job will be provided with a picture and information about the of the Greater Prairie Chicken, Upland Sandpiper, Ornate Box Turtle, Loggerhead Shrike, Eryngium Stem-Borer Moth and the contact information for IDNR. • If during construction the of the Greater Prairie Chicken, Upland Sandpiper, Ornate Box Turtle, Loggerhead Shrike or Eryngium Stem-Borer Moth is encountered, construction will halt and IDNR will be contacted for further instruction. • Mitigation to the maximum extent for this project will consist compensatory mitigation supporting the need for woody species removal at Twelve-Mile Prairie and the Illinois Wildlife Preservation Fund earmarked for conservation of all the listed species in this permit A copy of the Conservation Plan can be viewed at the Evans Public Library, 215 S. 5th Street, Vandalia, IL 62471 Phone: 618-283-2824 and the Bryan-Bennett Public Library, 315 S.
