July 15, 2019 Reqeust for Proposals The Teachers' Retirement System of the State of Illinois (the System or TRS) is requesting proposals to provide real estate investment consultant services to assist the System in making prudent investment decisions related to the TRS investment program. The objective of this Request for Proposal is to solicit competitive proposals from qualified firms in sufficient detail to permit objective evaluation of all proposals which may result in a contract to provide real estate and real asset investment consulting services to the Teachers' Retirement System. TRS is committed to increasing racial, ethnic, and gender diversity in all aspects of its utilization of vendors to provide goods and services to the System, to the greatest extent feasible, and within the bounds of financial and fiduciary prudence. To that end, the System strongly encourages qualified minority, female, disabled, and veteran-owned firms to submit proposals to this RFP. This Request for Proposal is neither a contract nor meant to serve as a contract. A proposer's preparation or submittal of a proposal or subsequent participation in presentations or contract negotiations creates no obligation on the System to award a contract or to pay any associated costs. All proposals and related materials will be retained by the System and will be subject to disclosure as required in accordance with the Illinois Freedom of Information Act. Proposal packets are available from the TRS website at https://www.trsil.org. Proposals must be submitted in writing and delivered to the above address by hand delivery, certified mail, or overnight delivery between 8:30 a.m. and 4:30 p.m. Monday through Friday. All proposals must be received no later than 2:00 p.m. CDT on August 14, 2019. Proposals received after this deadline will not be considered. TRS will publicly open and announce the names of the proposers immediately after the above-specified deadline. PUBLIC NOTICE OPEN HOUSE PUBLIC HEARING SCHEDULED BY ILLINOIS DEPARTMENT OF TRANSPORTATION FOR IL 16 IN MACOUPIN COUNTY The Illinois Department of Transportation will hold an Open House Public Hearing for the proposed improvement of IL 16 to resurface the existing pavement, add paved shoulders and various drainage improvements from the Jersey County line west of IL 111/US 267 to west of IL 159. The meeting will be held from 4:30 p.m. to 6:30 p.m. on Wednesday, July 31, 2019 at Southwestern Middle School 8226 Route 111 in Piasa. The purpose of the public hearing is to provide the public with an opportunity to review and comment on current proposals. Exhibits, maps, and aerial photography of the proposals developed in the study will be available for inspection and viewing during the entire open house. All persons interested in this project are invited to attend. This hearing will be conducted on an informal basis. No formal presentation is planned. Representatives of the Illinois Department of Transportation and the consulting firm of Volkert Engineering, Inc. will be available to answer questions and receive comments. Comments received at this meeting, or sent to the Region 4 Engineer, by August 9th, 2019, will be included in the official project record. The same material will be available for review at the District 6 Office located at 126 E. Ash St., Springfield, Illinois. This hearing will be accessible to persons with a disability in compliance with current Accessibility Standards.
