INVITATION TO BID Owner: Taylorville Development Association 108 W. Market Street Taylorville, Illinois 62568 Engineer: Martin Engineering Company of Illinois 3695 S. 6th Street Frontage Road West Springfield, Illinois 62703 217/698-8900 Sealed bids, subject to the conditions contained herein, for improvements to the Taylorville Commercial & Industrial Park, EDA Project No. 06-01-06101, will be received by the Taylorville Development Association, at the office of Martin Engineering, 3695 S. 6th Street Frontage Road West, until 2:00PM on March 11, 2020 and then publicly opened and read aloud. The project includes site clearing and grading; sanitary sewer, storm sewer and water main construction; curb gutter installation and paving. The project will be awarded under 3 separate contracts, mass grading, underground utilities and roadway improvements. Contractors to familiarize themselves with the specific items included under each. Contract Documents may be obtained from Martin Engineering Company (MEC), 3695 South 6th Street Frontage Road West, Springfield, Illinois 62703 for a non-refundable fee of $50 per set beginning on Monday, February 24, 2020. Checks shall be made payable to Martin Engineering Company. If bidders desire electronic copies, bidders are requested to call MEC at (217) 698-8900 and make the request. Bids Conditions require bidder to provide all information as requested in the Contract Documents and specified in the Instruction to Bidders. Bids may be withdrawn at any time prior to scheduled bid opening. NO BIDDER may withdraw his bid for a period of thirty (45) days after the bid date without the consent of the Owner. Bids may be held by the Taylorville Development Association for a period not to exceed 90 calendar days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. The Owner reserves the right to accept or reject any or all offers, or to waive any informalities in the bidding. Bid Bond or certified check made payable to the Taylorville Development Association in the amount of 5% of the total amount of the bid will be required with each bid. Prevailing Wage Rates are required by the Illinois Department of Labor, Illinois Prevailing Wage Act (820 ILCS 130/1-12) or the Davis-Bacon Act for all laborers, workers and mechanics performing work under this contract. The contractor will be responsible for paying the highest rate assigned to each working group at the time the bids are opened. POSITION AVAILABLE The Western Illinois Regional Council (WIRC) invites applicants for the following position: TRANSIT DIRECTOR Job Description: Under contract with the City of Macomb, the WIRC is responsible for the day to day administration of the McDonough and Hancock counties' public transportation programs. The Transit Director performs a wide range of transit system administrative duties relating to planning and monitoring of transit operations, recommending and implementing system policies, coordination of operators/contractors, transportation grant writing and administration, programmatic compliance, oversight of marketing and promotion of services, reporting on system finances and operation to the Macomb City Council and county boards. The Transit Director is responsible for the coordination of all aspects of the system including operations, dispatch, maintenance and policies, in addition to monitoring contracts for services with other organizations and coordinating the day-to-day operation of the transit system and facilities including invoice payments, scheduling, dispatch, personnel, facility management and other related components. Qualifications and Experience: The position is full time and applicants must have a Bachelor's degree in public administration, business, transportation planning or a related field and at least three years' work experience in a relevant profession. Master's degree in a related field, with experience, is preferred. Applicants should demonstrate the capability of implementing grant program guidelines and to handle the administration of, or the ability to learn, the complex requirements of the transit system in addition to handling the day to day program implementation and development and have knowledge of transportation planning and service principles and state and federal regulations for public transit including principles and practices.
